DIPLOMAS RECOGNITION IN THE EU

 1.CATEGORIES AND CERTIFICATES ISSUING CONDITIONS FOR RECOGNITION OF THE FOLLOWING ROMANIAN PROFESSIONS:

– Doctors
– Doctor Dentist
– Nurse
– Midwives

IMPORTANT!

Documents are issued only to holders of the above mentioned diplomas, eligible for citizenship, ancestry, parentage, marriage and residence provided by law and who have received professional training in Romania.

For holders of diplomas, certificates and other evidence of the professions listed above issued by a third country and equalized according to the law, which have effectively and lawfully practiced the professional activity based on these qualifications, over a period of 3 years in Romania, the Ministry of Health issues a certificate attesting that professional experience required for the recognition procedure in other member states.

Documents necessary for issuing this certificate:

– request indicating and contact details;
– copy of ID;
– notarized copy of the equivalence certificate;
– notarized copy of the equalized diploma;
– notarized copy of the transcript;
– copy of labor card or certificate from the employing unit showing 3 years of professional experience;
– copy of name change documents.

Certificates shall be issued within 30 working days, from the registration date of the complete file at the Registry of the Ministry of Health.

These documents are issued to the holder or a person authorized by him by power of attorney.

Certificates categories and issuing conditions:

DOCTORS

Certificates proving education in the medical profession in accordance with DC 2005/36/CE and / or integration of  qualifications titles with the Romanian one.

Is issued to holders:

1. Doctor Medical Diploma – general practitioner major
2. Bachelor’s Medical Diploma – general practitioner major
3. Specialist medical certificate issued by the Ministry of Health attesting education in conformity with one of the specialties listed for Romania by DC/2005/36C,
4. Specialist medical certificate – showing education in one of the specialties:

Hematology and hemobiology, Pneumology, Physiotherapy, Balneology and Medical Rehabilitation; Balneoclimatology and Medical Rehabilitation, Physiotherapy and Medical Rehabilitation, Allergology and Immunology, Clinical Immunology and Allergology, General Medicine, Clinical Laboratory Diagnostic Radiology, biochemistry, microbiology, parasitology, hematology, Plastic Surgery , cardiovascular Surgery

for which the following name specialty is used:

– Hematology and Hemobiology – with Hematology;
– Pneumology – with Pneumology;
– Physiotherapy, Balneology and Medical Rehabilitation – with Rehabilitation, Physical Medicine and Medical Rehabilitation, Balneology;
– Balneoclimatology and Medical Rehabilitation; Physiotherapy and
Medical Rehabilitation;

– Allergology and Immunology – with Allergology and Clinical Immunology; Clinical Immunology and Allergology
– General Medicine – with Family Medicine;
– Diagnostic radiology – with radiology; medical imaging;
– Clinical laboratory, biochemistry, microbiology, parasitology, hematology – with Laboratory Medicine;
– Plastic and reconstructive Surgery – with Plastic Reconstructive Microsurgery;
– Cardiovascular Surgery – with Vascular Surgery.

1. Certificate for specialist doctor general medicine / family medicine, for confirmed resident doctors of general medicine / family medicine following residency exams from sessions November 1995 – November 2005.

Necessary documents

– request indicating and contact details;
– copy of ID;
– notarized copy of high school diploma;
– notarized copy of the Doctor diploma;
– notarized copy of the transcript;
– certificate issued by the graduated Faculty of Medicine specifying the study period
– copy of name change documents.

Specialist doctors will present additionally:

–  copy of the specialist doctor certificate issued by the Ministry of Health specialist in the new format starting May 2007
–  certificate issued by the National Centre for Professional Development in Bucharest, specifying the Confirmation Minister order as Resident and residency training period or notarized copy of the resident book.

Certificate attesting general rights obtained in the medical profession

Is released to doctors that bring proof of the effective and legal exercise of these activities for a period of at least 3 consecutive years during the 5 years preceding this Certificate issuance and are holders of:

Doctor Diploma – doctor pediatric major

Certificate of specialist doctor, attesting less training than provided for that specialty by DC / 2005/36/EC.

Necessary documents

– request indicating and contact details;
– copy of ID;
– notarized copy of high school diploma;
– notarized copy of the Doctor diploma;
– notarized copy of the transcript;
– certificate issued by the graduated Faculty of Medicine specifying the study period
– copy of the specialist doctor certificate issued by the Ministry of Health specialist in the new format starting May 2007
– notarized copy of labor card or certificate from the employing unit showing 3 years of professional experience;
– notarized copy of name change documents.
– for holders of Child Surgery and Orthopedics Specialist Certificate, a certificate attesting general rights obtained may be issued, unless the holder brings proof of the effective and legal exercise of specialist pediatric surgery activities in Romania for a period of at least 3 consecutive years during the 5 years preceding this Certificate issuance.

Certificate attesting specific rights acquired in the medical profession:

Is issued 

to General Medicine practitioners with the free right to practice and to practitioner and physicians of Family Medicine that do not fall under the provisions of paragraph 1 (E);

Necessary documents

– request indicating and contact details;
– copy of ID;
– notarized copy of high school diploma;
– notarized copy of the Doctor diploma;
– notarized copy of the transcript;
– certificate issued by the graduated Faculty of Medicine specifying the study period
– certificate issued by the county or Bucharest health insurance stating that on 1.01.2007 they were operating family medicine activities in contractual relationships with them;
– notarized copy of name change documents.

Dentist
Certificates attesting specific rights acquired in the dental profession
is Released to holders of:
Doctor Diploma – Medical major
dentistry, that bring proof of the effective and legal exercise of specialist dentistry activities in Romania for a period of at least 3 consecutive years during the 5 years preceding this Certificate issuance.

– request indicating and contact details;
– copy of ID;
– notarized copy of high school diploma;
– notarized copy of the doctor-dentist Diploma / Bachelor Degree of doctor-dentist;
– notarized copy of the transcript;
– certificate issued by the graduated Faculty of Dentistry / Medicine specifying the study period
– copy of labor card or certificate from the employing unit showing 3 years of professional experience;
– notarized copy of name change documents.

PHARMACIST

Certificates attesting specific rights acquired in the pharmacy profession

is issued to holders of:

Bachelor’s degree in pharmacy including the class of 2007

that bring proof of the effective and legal exercise of specialist activities in Romania for a period of at least 3 consecutive years during the 5 years preceding this Certificate issuance.

– notarized copy of high school diploma;
– notarized copy of the Bachelor Pharmacist Diploma;
– notarized copy of the transcript;
– certificate issued by the graduated Faculty of Pharmacy specifying the study period
– copy of labor card or certificate from the employing unit showing 3 years of professional experience;
– notarized copy of name change documents.

NURSE

Certificate of conformity

Is issued to holders of:

Short term high education diploma for nurse starting with graduates class of 2006;

Nurse Bachelor’s degree starting with graduates class of 2007;

Necessary documents

– request indicating and contact details;
– copy of ID;
– notarized copy of high school diploma;
– notarized copy of the nurse Diploma;
– notarized copy of the transcript;
– certificate issued by the graduated education unit specifying the study period
– notarized copy of name change documents.

2) Certificate attesting specific rights obtained in the nurse profession

is issued to nurses that bring proof of the effective and legal exercise of nurse activities in Romania for a period of at least 5 consecutive years during the 7 years preceding this Certificate issuance, holders of.

Certificate of Nurse Professional Competence issued by the post-secondary health schools,

Necessary documents

– request indicating and contact details;

– notarized copy of high school diploma;
– notarized copy of the Certificate of Professional Competences;
– notarized copy of the transcript;
– certificate issued by the graduated education unit specifying the study period
– copy of labor card or certificate from the employing unit showing the professional experience condition mentioned;
– notarized copy of name change documents.

MIDWIFE

Certificate of conformity

Is issued to holders of:

Midwife Bachelor Diploma starting with 2007 promotion

Necessary documents

– request indicating and contact details;
– copy of ID;
– notarized copy of high school diploma;
– notarized copy of the Midwife diploma;
– notarized copy of the transcript;
– certificate issued by the graduated education unit specifying the study period
– notarized copy of name change documents.

2) Certificate attesting specific rights obtained in the midwife profession

is issued to holders of:

Diploma of obstetrics and gynecology nurse

Issued by post-secondary health school, that bring proof of the effective and legal exercise of midwife activities in Romania according to law for a period of at least 5 consecutive years during the 7 years preceding this Certificate issuance.

– copy of ID;
– notarized copy of obstetrics and gynecology nurse diploma
– notarized copy of the transcript;
– certificate issued by the graduated education unit specifying the study period
– copy of  labor card or certificate from the employing unit showing the professional experience condition mentioned;
– notarized copy of name change documents.

As the competent authority for recognition of professional qualifications acquired in regulated professions in the health sector, the Ministry of Health issued as of 26.11.2007, certificates for recognition by other Member States of formal qualifications in the professions of doctor, dentist, pharmacist, nurse and midwife certifying the professional training started in Romania, before EU accession.
