LEGALIZATION to the Ministry of Foreign Affairs and Consular Department (embassies) of original documents and translations, for countries that are not signatories to the Hague Convention

Steps covered by our services:

Certification of original documents (depending on the type of document) to the Ministry of Education, Ministry of Health, Ministry of Foreign Affairs, Ministry of Justice, Chamber of Notaries Public;
Certified translations of documents
Notarization of the translator signature;
Legalization of notary signature and seal by apostille of the Chamber of Notaries;
Legalization of Chamber of Notaries seal by certification to the Ministry of Foreign Affairs;
Final legalization by the consular department of that state in Romania.

Deadline for complete legalization services:

Working procedures as described above require minimum 3 working days. Due to many objective factors involved, deadline may vary and will be negotiated separately with you (see also section Useful Information).

Documents that can be certified:

At the Chamber of Notaries Public the following documents can be legalized:

Other notarial acts (authentic documents, dated and with legalized signature) For example: invitations, proxies, statements, etc.

To the Ministry of Justice the following documents can be legalized:

Type of documents Observation
Juridical decisions Certified copy issued by the Romanian courts (judicial decisions must be certified by the pronouncing court, with clear name, by the decision of the legalizing Registrar or the court president).
original documents issued by the Trade Register For ex.: Certificate of Good Standing etc. – Act shall be issued under the Ministry of Justice letterhead

Cannot be legalized documents issued by authorities that are not subordinated or in the administration of the Ministry of Justice, and are subordinated to other ministries (for example: documents issued by the archives of the Ministry of Internal Affairs, consular documents, civil status, study documents, etc. ).

Cannot be legalized official documents issued by the Romanian authorities to be used in Romania.

Cannot be legalized official documents issued by authorities in another country than Romania.

At the Ministry of Internal Affairs, the following type of documents can be legalized:

auto record certificate
issued less than 6 months ago, by the police station of the applicant domicile or the General Inspectorate of Romanian Police
certificate of tax residence written both in Romanian and in English, issued by governments of public finances
certificates attesting residence and nationality of the person or legal status to the Romanian state issued by the National Inspectorate for Persons Record, Bucharest
undergraduate study documents require prior certification from the county school inspectorate. We can represent you in obtaining the certification of study documents, regardless of the place where the documents were issued.
university study documents require prior certification from the Ministry of Education, Research and Innovation in BucharestWe can represent you in obtaining this certification, regardless of the place where the documents were issued.

certificate for qualification in various professions require prior certification from the employment county agencies, for certificates issued before 2003 and the Municipal Agency for Employment Bucharest or the Department of Labor, Social Solidarity and Family, Bucharest.
